4. What are the major risks from the new scheme, and are there adequate
provisions to address them?
5. Are the budget and schedule impacts of the new connectivity scheme
thoroughly understood? If so, do the
gains in budget, schedule, and capability outweigh the risks imposed by the new
scheme?
