Decoding the CONFIGURATION
 * For VLA proposals, this will be a standard configuration A, B, C,
   D, BnA, CnB, or DnC; or a move configuration called MOVE if it is
   to occur in the current trimester or called, e.g., B=>C, if it is
   to occur in a future trimester.
 * For VLBA proposals approved for the dynamic queue, this will be
   DYNA.
 * For VLBA proposals approved for fixed dates, this will be VLBA.
 * For VLBA proposals using the full VLA, a VLA entry will also be
   given for the appropriate standard or move configuration.
 * For VLBA proposals using a single VLA antenna, no VLA entry will be
   given.

Decoding the STATUS
 * For VLA or VLBA proposals approved for scheduling on a fixed date,
   this will be A.
 * For VLA or VLBA proposals previously approved for scheduling, this
   will be AP.
 * For proposals approved for insertion into the VLBA dynamic queue,
   this will be the assigned priority, coded as HI for high, 2d for
   second (medium), and LO for low.

Decoding the proposal line
 * Column 1: Proposal code.
 * Column 2: Number of observation segments.
 * Column 3: Segment duration in LST hours.
 * Column 4: Segment centered at VLA LST for VLA and Pie Town LST for
             VLBA.
 * Column 5: Aggregate bit rate for VLBA recordings in Mbits per
             second.
 * Column 6: Last name of first proposal author.
 * Column 7: Descriptive proposal title.
