Use Case: ProcessWVRCalibration
The Calibration Pipeline reduces Water Vapor Radiometer (WVR) measurements
in quasi-real time, in an automatic way. The system
is halted until the results are available.

The processing is initiated by the Calibration Pipeline (see Use Case
ProcessCalibrations).

One WVR calibration scan has been obtainted, consisting in one or
several observations (sky, hot load?).

Total power measurements of each WVR (available in the metadata).

Whatever possibly free input parameter.

Check data consistency.
Exception course: If data not consistent: stop processing and return
a specific error code.

Compute the conversion factors.

Verify that result is sensible and set quality code.

the WVR developers is expected as hardware development and tests
progresses.
