The quoted rms noise in GCN3308 is too low by a factor of 2. It has
been corrected here.

The entries in this file (from left to right) are the GRB name, the
radio telescope used to carry out the observation, the UT date of the
observation (usually taken at the midpoint of the integration), the
time since the burst in days, the observing frequency in GHz, the flux
density, the rms noise, and a reference noting where the data were
published. For those cases where no flux density measurements were
made, the flux density column contains "-99".
