Use cases are being written by members of the scientific staff, and incorporated in the design as needed. In general, use cases are produced as requested by the design teams, when needed. The staff scientists are intimately involved with the teams, with direct and frequent contact encouraged, in order to best facilitate the flow of communication between the two groups (astronomers and programmers).
